Petitioning Prime Minister of Jamaica The Most Hon. Andrew Holness For Proclamation to declare:

Homeless People Awareness Week December 18th-24th Annually

We, the undersigned, hereby register and place on record our deep concern as it relates to the growing number of Jamaican Citizens who have become homeless and now reside in abject poverty in deplorable conditions or on the streets throughout our country. We note with great concern the conditions under which our homeless and abjectly poor reside and are treated by the society in general. As a people and a nation we are judged by the way in which we treat the more vulnerable amongst us, and as citizens we cannot be proud of the treatment of our less fortunate brothers and sisters who have found themselves on “hard times”.

We wish to express our total displeasure at the deplorable conditions and management system being employed to manage, care for and treat with our poor destitute and homeless. We are concerned that those who are rendered homeless as a result of mental challenges are left to roam our streets unattended, often times with weapons which are used to inflict harm to other citizens often times resulting in personal injury, death and destruction of property. Prime Minister, this is certainly an untenable situation which have been left unattended for too long while we as citizens contribute taxes for the employment of persons to deal with these situations and bring “sanity” to the management of these issues. We note the situation at the Bellevue hospital and suggest your urgent intervention to render it suitable for responding to the needs of those for whom it was designed.

Beyond  the mentally challenged we believe that it is time for us as a people to show compassion for our more vulnerable and move to assist with elevating their status in society by implementing programs that will assist in restoring their dignity as human beings, with pride in Jamaica as the country of their birth. We propose that they be included as a part of a comprehensive re-socialization program to help restore their self-esteem, respect for self, others and the environment.

At this point we are specifically calling upon you Prime Minister and the Government of Jamaica (GOJ) to ensure that the issues related those in abject poverty and homelessness are given priority under the “prosperity agenda” and that a Proclamation be implemented that will bring the plight of the poor and homeless to National attention through an awareness campaign which will be designed to bring relief and empowerment to this cadre of persons on a sustained basis. In this regard we ask that the week of December 18th-24th 2017 and annually thereafter be declared and established as “Homeless people Awareness week”.  We further call on all those departments and organizations vested with the responsibility for the caring, regulating and planning for the poor and homeless to unite for the common cause of supporting and ensuring that the needy among us are facilitated through a National Empowerment Shelter Transformation (NEST) Program.

Our target for this petition is 20,000 signatures and it will be delivered to our Prime Minister The Most Hon. Andrew Holness.
