The current government shutdown is negatively affecting the lives of millions of Americans. Most significantly, 800,000 federal workers are furloughed or working without pay, in involuntary servitude while they are legally prohibited from going on strike (Taft-Hartley Act). 38.7 million people on SNAP as of December 2018 risk inability to feed their families if funds are discontinued. And 85.2 million households or individuals who received tax refunds in 2018 may have them delayed in 2019, causing tightened personal budgets and economic deceleration. Vital services nationwide are halted, further affecting American lives. National parks are being damaged and degraded. Museums are closed. Farmers are running out of seeds to plant due to subsidy expiration. Households are at risk of eviction from lack of HUD payments. Federal workers and their families are under the threat of economic instability.

A 1991 review by the U.S. Government Accountability Office of the 1990 Columbus Day shutdown found that "legislation providing agencies with authority to obligate funds during a lapse in appropriations would have prevented disruptions in government services". https://www.gao.gov/mobile/products/GAO/GGD-91-7 Such legislation would also prevent disruption to the lives of federal workers who go unpaid during appropriations lapses.

I propose permanent funding for all federal agencies starting at current funding and wage levels. Future legislation would be required to change funding levels and to start or end programs. Funding would be automatically renewed yearly and never expire for agencies supporting vital national services such as the USDA, HUD, IRS, TSA, DHS, EPA and VA. Agencies would be granted authority to continue paying workers in absence of a continuing resolution causing a lapse in appropriations. No federal employee should ever be without pay. No federal employee or any American citizen should have their welfare held hostage by a political battle over funding a one-off project. 

Calling upon Congress to make this the last government shutdown in American history. Permanently fund all federal agencies.
