Recently, media surrounding the growing COVID-19 pandemic has reached many platforms, including the popular video platform YouTube. However, many Youtube videos about the COVID-19– a strand of coronavirus first detected in Wuhan, China, in late 2019– pandemic do not have accessible closed-captioning for deaf and hard of hearing peoples.

Denying deaf peoples equal access to accurate, up-to-date medical and practical information about COVID-19 is both a blatant violation of their legal rights to equal access to government-sanctioned material under Title II of the Americans with Disabilities Act and is a threat to both the individual health of deaf citizens and the health of the general public. Deaf individuals make up more than 11 million U.S. residents, larger than the populations of Los Angeles, Chicago, Houston, and Phoenix combined. Galludet University found that over half of those deaf are over 65, the age group most at risk for fatal complications from COVID-19.

In order to promote material to limit the harm caused by the coronavirus, comply with the legal rights of those with disabilities, and ensure the overall health of our greater community, YouTube must pursue equal access to all videos about COVID-19 posted to its platform by immediately requiring that all COVID-19 videos receive automatic captioning. YouTube must also and work to simplify the process for communication between publishers and video text-interpreters, and ensure that those text-interpreters follow the standards of the FCC, seen here: Accessibility Laws for Media and Entertainment.
