Petition to Suspend the Yondr Phone Pouch Policy and Implement Student Safety Protections

The Issue

We, the undersigned students and members of the community, present this petition as a means of voicing our grave concerns about the safety of students in light of the current situation and as a call for immediate and reasonable action on the part of the school and the district.

Statement of Concern

Recent events involving Immigration and Customs Enforcement (ICE), including but not limited to deadly confrontations with U.S. citizens and stepped-up enforcement in California, have created legitimate concerns about community safety. These events make it clear that ICE enforcement can be unpredictable, highly visible, and, in some instances, deadly. Such occurrences have not been limited to other states but have occurred in Southern California and in regions proximate to our school community.

In January of 2026, several enforcement operations were reportedly conducted in the Inglewood area, including but not limited to regions proximate to our school.

Students who are not able to communicate after leaving the campus are not able to:

  • Receive safety notifications
  • Communicate with parents/guardians
  • Change transportation routes in light of new safety concerns

This raises a foreseeable risk of safety when students are no longer in the direct care of the school but are still impacted by school policies after being dismissed.

 

Impact of the Yondr Phone Pouch Policy
 

Although the Yondr Phone Pouch Policy was put in place to ensure academic focus and minimize distractions, the current implementation of the policy prevents students from accessing important information regarding their safety. Waiting for dismissal to retrieve their phones may hinder students from becoming aware of potential dangers in their surroundings and from making informed decisions during their way home from school.

We are not asking for unfettered phone use during instructional hours. We are asking for a temporary and limited accommodation that will ensure the safety of students without compromising the learning process.

Legal and Policy Foundation

Assembly Bill 3216 (Phone-Free School Act) does not mandate the enforcement of phone-free policies until July 1, 2026, giving schools leeway until the end of the current school year.

The district policy allows phone use in cases where there is a perceived danger or safety issue.

Schools are free to adjust their internal policies in cases where circumstances significantly impact the well-being of students.

These policies affirm that the suspension or adjustment of the policy is both permissible and valid.

 

Demands

We respectfully demand the following:

  • That the Yondr Phone Pouch Policy be temporarily suspended until July 1, 2026, so that students are able to keep possession of their phones while still being prohibited from using them during class time.
  • That the school and district create and make available a school-wide ICE contingency and safety response plan.
  • That the school and district  formally recognize student concerns about safety related to law enforcement activity in the surrounding community and be transparent about student safety when credible threats exist.  

 

The safety of students is not limited to the school gates. The policies that impact the ability of students to communicate and access information during dismissal must be assessed in the context of reality. The temporary stay of the Yondr Phone Pouch Policy and the implementation of proper safety measures would be a prudent, legal, and sound approach.

This petition is submitted in the spirit of good faith and with the hope that the administration and the district take immediate action in the best interests of the students.
