The Issue
Petition to Allow Parents in Rhode Island to Be Paid Caregivers for Their Medically Complex or Disabled Children
To the Rhode Island State Legislature and Governor's Office:
We, the undersigned, are calling on Rhode Island lawmakers to enact a program allowing parents to be compensated for providing in-home care to their medically complex or disabled children. Current Rhode Island regulations prevent parents from receiving payment as caregivers, leaving families with limited support and severe financial strain.
Our Reasons:
Nursing Shortages: Families rely on nursing agencies for qualified in-home care, yet these agencies are frequently unable to staff or maintain reliable, qualified professionals. As a result, families are often left without the support they need.
Impact on Families: Without the availability of reliable care, many parents are forced to forgo employment to care for their children full-time, leading to financial hardship and sacrificing family stability.
Parent Caregiver Competency: Parents already provide dedicated, specialized care for their children, often at a level of expertise and consistency that may exceed that of external caregivers. It’s time they receive compensation for this essential work.
Equity and Fairness: If professional caregivers and nurses can receive payment for providing care, parents should be compensated for similar services. This policy is fair, logical, and supportive of family well-being.
We Urge Rhode Island Lawmakers to Implement the Following:
Eligibility: Allow parents of medically complex or disabled children to qualify as paid caregivers, following appropriate training and certification.
Compensation: Provide payment to parents equivalent to that offered to professional caregivers for similar work, funded through Medicaid waivers or state healthcare funds.
Oversight: Rhode Island Department of Health and Human Services (DHHS) will establish and monitor the program, ensuring quality care standards are met.
