We, the undersigned residents of Skid Row and our supporters, petition Mayor Eric Garcetti, City controller Ronald Galperin, and Housing and Community Investment Department General Manager Rushmore D. Cervantes to immediately conduct a financial audit of Proposition HHH spending, including funds for permanent supportive housing and related services as well as any other expenditures under the bond issue - as required by the $1.2 billion measure that was passed by voters on November 8, 2016. Since then, according to a report by the HHH Citizens Oversight Committee, Los Angeles' goal of adding 10,000 units of permanent supportive housing is now estimated to be fewer than 6,000.

The mayor and council continue to arrest homeless people at 17 times the arrest rate among the total city population, and introduce temporary fixes such as emergency shelters, which amounts to what the Los Angeles Times calls "an acknowledgement that the city has been unable to keep pace with the number of people falling into homelessness." With about one-third of the Prop.HHH money already committed, and the estimated number of units having decreased by 4,000, the public deserves to know how their tax dollars are being spent to address the city's homeless crisis.
