The message of Occupy Wall Street has been heard and the 99% are now answering back. Yes, there is a solution and we believe this is it. Our governmental institutions draw their authority from the consent of a sovereign people and we now seek your informed consent.

The National General Assembly of the United States (NGAOTUS) is a developing Independent Establishment of the Federal Government (5 USC §104) that will serve as a sustainable National Infrastructure and Economic Development Bank. Lawmakers have proposed creating such a bank and allowing the bank to borrow tens of billions of dollars to capitalize it. We offer another solution, one that is based on Public Banking and in direct partnership with the Department of the Treasury.

It's time for the People to Rise!

We the People, the Citizens, of the United States will not sit idly by while we bankrupt our grandchildren. We will not accept being looted and plundered to enrich a group of criminal oligarchs. We will not stand, being lied to by public servants who are supposed to have our interests in mind. We will no longer be divided by a corporate sponsored popularity contest, masquerading as free and open elections. We will no longer remain silent.

As a lasting testament to both our resolve and foresight, we will create our own alternative, parallel institution to which we can legitimately invest our faith and consent, and alter our government in a profound and fundamental way. We are seeking a more participatory form of government, a form with accountability, transparency, and social purpose at the very core of its values. We propose a radical reformation of government and how corporations interact with it. We propose that we start here, now. That begins with earning your informed consent and that’s a task we have prepared for.

The Citizens of the United States
WHEREAS, we reaffirm these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness. That to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed, that whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute new Government, laying its foundation on such principles and organizing its powers in such form, as to them shall seem most likely to effect their Safety and Happiness. Prudence, indeed, will dictate that Governments long established should not be changed for light and transient causes; and accordingly all experience has shown, that mankind are more disposed to suffer, while evils are sufferable, than to right themselves by abolishing the forms to which they are accustomed. But when a long train of abuses and usurpations, pursuing invariably the same Object makes clear a design to reduce them under absolute Despotism, it is their right, it is their duty, to throw off such Government, and to provide new Guards for their future security, and

WHEREAS, governments are instituted among men solely to secure their rights and only derive their power from the consent of a sovereign People, and

WHEREAS, the Unalienable Rights endowed by our Creator and enumerated not all-inclusively, within the Constitution cannot be legally taken from us, altered or abridged by any power whatsoever, and we have not ceded to any sovereign power, a right to dispose of these without our consent, and

WHEREAS, the right of individuals to express their thoughts, desires, and aspirations, and to communicate freely with others, affirms the dignity and worth of each and every member of society. Thus, freedom of expression is an end in itself and should not be subordinated to any other goals of society, and

WHEREAS, tyrannies thrive on mass ignorance, but freedom of expression is vital to the attainment and advancement of knowledge. All points of view should be represented in the "marketplace of ideas" so that society can benefit from constructive discourse, and

WHEREAS, freedom of expression is necessary to our system of self-government. If the American people are to be truly sovereign, the masters of their fate and of their elected government, they must be well-informed. They must have access to all information, ideas and points of view. The precondition for a free society is an informed and enlightened citizenry, and

WHEREAS, freedom of expression provides a necessary check against possible government corruption and excess, which seem to be permanent features of the human condition, and

WHEREAS, the Ninth and Tenth Amendments provide that the enumeration of rights in the Constitution shall not be construed to deny or disparage others retained by the people, that powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the People, and

WHEREAS, a perpetual deliberative assembly organized as such and instituted under natural law will possess every attribute of absolute sovereignty, except such as may have been yielded and are embodied within the Constitution of the United States

NOW THEREFORE BE IT RESOLVED, WE THE PEOPLE OF THE UNITED STATES OF AMERICA, assuming among the powers of the earth, the separate and equal station to which the laws of nature entitle us as a sovereign people, taking into our most serious consideration, the best means of assuring our continued constitutional rights of self governance, as our ancestors in like cases have done, for asserting and vindicating our unalienable rights and liberties, do hereby provide informed consent and collectively petition for the Federal Incorporation of the National General Assembly of the United States, an autonomous, alternative, parallel, and legitimate governmental corporation.

RESOLVED, the National General Assembly of the United States is organized as a federal for-benefit, Public Financial Authority and Conservator of the United States General Convention, identified in Article V of the United States Constitution.

RESOLVED, with consent, the National General Assembly is hereby provisionally incorporated pursuant to the United States Constitution, natural law, and historical precedent, As such, shall be on equal station with each of the three loci of the central government.
