The residents of Hamptons Peterborough to petition the Chief Executive, Peterborough City Council, and all Hampton Ward Councillors for a public consultation for any future HMO’s. Creating an Article 4 zone throughout all Hamptons. For local government to implement, Article 4, after public consultation. We feel this a fare and reasonable request.

What is Article 4?
The Article 4 direction relates to development comprising change of use from a use falling within Class C3 (dwelling houses) to a use falling within Class C4 (houses in multiple occupation).

This means that a property owner within the defined area who wants to convert their property (Class C3) into a small HMO (Class C4, 3-6 persons) are required to apply for planning permission, whereas prior to an Article 4 Direction coming into force, they do not need to. Currently for over 7 persons, planing permission is required.

More and more family homes are being turned into Houses of Multiple Occupation (HMOs).
Residents are worried as this can lead to increased parking, traffic issues, health and safety (tenants and neighbours), as well as affecting the environment and fabrication of the area, which was not designed or planned for this impact.

A formal written, public consultation will be an important stage in the policymaking process.
The Article 4 zone Hamptons Consultation makes preliminary analysis available for public scrutiny and allows additional evidence to be sought from a range of interested parties, such as Hampton Parish Council, to inform on the development of the policy or its implementation. Ward Councillors are able to raise a motion at Peterborough City Full Council meetings on behalf of its ward/wards residents.
