On May 25th 2022, the Tillamook County Board of Commissions signed Board Order 22-033 establishing a pause on the issuance of Short Term Rental (STR) permits.

In establishing the pause, they also provided an exemption to the pause for those parties that are in the process of purchasing a home, but had not finalized the purchase. However, this exemption was not extended to people who had purchased property and were in the process of permitting and building a home.

The STR pause has had an extremely negative affect on those who had purchased land and were in the process of permitting and building. We have invested hundreds of thousands of dollars. We made those investments under certain rules and regulations. To change those rules mid process is unjust. Each of us will be significantly harmed financially if the exemption is not extended to us - in some cases people may be forced to sell their homes. Additionally, many of us will not be able to use our homes as we originally intended.

We believe that people who had bought land and were in the process of permitting and building homes are in the same situation as those who were purchasing homes and the Board should include an exemption for the former.

The Board was advised to consider those who had already had permits or were in the process of acquiring permits, but ultimately decided not to extend the exception. The reasoning used by the board to justify this decision is flawed in many ways. 

We are asking the Tillamook County Board of Commissioners to exempt those who had purchased land and were in the process of permitting and building from the STR pause.
