Charge Joshua Scott Mullis With Child Molestation, Child Pornography and Solicitation

In July 2015 it was reported to the Monroe County Indiana Sheriff's department that Joshua Scott Mullis had committed Sexual Exploitation of a minor. There were messages found on a child's phone that involved Joshua referring a 12 year old to pornographic websites, arranging a prostitute for the child's 13th birthday and asking the child to take photos. He tried to get the child to come to his house in order to have sex with two females. Joshua brought a female to the child's home while he was home alone and placed a sheet over the child's bedroom door and the adult female performed oral sex on the child. On August 12th 2015 Joshua Mullis was interviewed by investigators. He admitted to sending the messages but said that he was "joking". It is very clear in the messages that this was no joke. The messages span over a time of 2 years and clearly groom the child. All of the messages were photographed and saved by the mother. Here is a short description of what has happened or what concerns have come to light since the first reporting of this crime.

The Monroe County Prosecutor was Joshua's defense attorney in the past.

Joshua by first hand admission has been an informant for the Sheriff's department in the past.

The parent of the victim spent two years documenting the case and trying to get information on the investigation with very little follow up or information, and was lied to about the case being forwarded to the prosecutor.

There was no speedy disposition of charges.

Joshua poses a serious threat to other children in our community as well as other adults.

All of the professionals involved in the case are shocked and disappointed that no charges have been brought against Joshua.

One female in the case died of an overdose two years after the case was reported and she was identified. The female who performed the oral sex was never interviewed, to the best of my knowledge.

After having an FBI investigator contact the detective on this case, the detective after promising to contact the mother, never did.

The mother asked when she would get an opportunity to talk to the prosecutor, because she had a lot of corroborating facts and was assured she would get the chance to do that.

She repeatedly contacted the prosecutor who would not speak to her about the case since it was still under investigation. She would never get the chance to speak to the prosecutor before he made his decision.

The prosecutor called the mother and stated that the prostitute in the case had died (almost two years after the crime was reported and the detectives stated they were going to interview her) and who was to say she did not write the messages. Again these were messages in context of the relationship between Joshua and the child over a two year period and the child can testify to those messages. He then stated that even though there was enough evidence for a misdemeanor they were choosing not to prosecute.

It is strongly believed the investigator avoided the evidence in this case after the first interview with Joshua. There is corroborating facts that back this up.

The detectives said that they were issuing search warrants the first week that this was reported and did not do so.

They did not get facebook preservation requests and said that the child and Joshua had deleted their accounts. To this day their accounts still exist.

The prosecutor didn't even have the right females for the right offenses.

Victims have the right to have the law upheld for their safety and the public's safety.

The FBI stated after being pressed to file charges that this crime was not egregious enough to warrant the FBI getting involved. Even though there are federal laws in place for this crime that warrant 40 years to life. They stated this type of thing happens all of the time and they are understaffed.

There have been very disturbing statements made by attorneys and investigators that blatantly show a need for training and education in pedophilia and victim's rights.

Almost left out a very important detail. The child eventually admitted to being molested by Joshua. In the opinion of his psychiatrist, Joshua is a pedophile. The psychiatrist called the investigator more than once to try and speak to him. The investigator said he would speak to him and then did not. The mother took the chart notes to the investigator. She also took the photographs to the investigator after being told they would pick them up and never did.

DCS did substantiate against Joshua immediately. It is also their opinion that he is a perpetrator and should not be around children.

There is a lot of corroborating evidence to what has been stated in this post. There is black and white evidence to constitute Joshua's immediate arrest for child molestation, solicitation of child pornography, sexual misconduct with a minor, and federal charges of solicitation of child pornography.
