During the Fall semester of 2019, Pennsylvania State University implemented a new policy requiring all residents of South Halls to carry their trash out to the dumpster located OUTSIDE of the buildings. This is a huge change compared to the previous years where there were multiple locations on each floor for residents to empty their trash. Taking out the trash, a process that once took a mere thirty seconds to carry out, now takes upwards of five to ten minutes. This may lead some residents to postpone emptying their trash causing it to build up in unsafe amounts in their rooms. Unsanitary conditions can lead to rodent and insect infestations.

Additionally, South Halls has drastically reduced their recycling capacities. While there used to be multiple recycling bins for numerous materials (paper, plastic, etc) on each floor, now there is only one set of recycling bins located in the basement of each building. Let me repeat that again: there is only ONE SET of recycling bins for the entire population of each residence hall in South Halls! 

While some residents are die-hard recyclers, there are undoubtedly others who won't bother recycling because of the extra hassle it takes to bring recyclables to the basement. Separating recyclables into piles and carrying them to recycling bins in the basement is a whole lot more time consuming than carrying them three doors down from your dorm. There are many people who forego this extra work and favor the easier method of just putting all their recyclables outside with the rest of the trash.

Although not an issue now, the weather will pose a major problem for residents who take their trash out in the late fall and winter months. It might be unpleasant to empty your trash while it's raining, but imagine what it might be like to do so when it's snowing. There are also the dangers of ice and slipping during snowy weather.

To reduce the amount of time South Halls residents spend doing a task that shouldn't take more than a minute, much less require us to leave the building...

To improve the hygiene and sanitary conditions of our rooms...

To help the Earth and reduce Penn State's impact on the environment...

To alleviate the dangers of Happy Valley's not so happy winter weather...

We, the residents of South Halls, believe the trash and recycling bins should be put on every floor again!
