Barb Colletti started this petition to Pennsylvania House of Representatives and

We need to fund schools. Our kids need to be educated. Making people Homeless to do it doesn't make sense and it has been proven time and time again, schools do not have to be funded on the backs of the homeowner.  This is not a new idea.  It has been researched and followed for over 30 years.  As recently as in 2015 PROPOSITION  76. Property tax elimination  came ONE VOTE AWAY FROM PASSING the  PA Senate.  The lieutenant governor at the time cast the deciding vote against it.  While he smirked an evil grin. He sealed the fate of thousands of Pennsylvania families, Including the disabled, elderly and children who were put out into the street over the last three years.  Shame on him and all politicians who put their own agendas before what is right.

No one should be made homeless from the inability to pay School Tax.   Who gains when a homeowner loses their property?  Lawyers, politicians, investors (out of state and local) and yes even school board members? Tax sale properties are seldom sold to individuals. They are deemed to be risky properties and most times you are not able to tour them. Anyone interested in buying such a property usually needs the help of an attorney.  People who try to avoid foreclosure and liens are  paying a huge amount of interest to collection agencies who are lawyers set up to receive tax payments at some outrageous interest rate that is difficult to follow even by an expert.

I have spoken to and visited with my local Montgomery County  politicians Senator Bob Mensch, State Representative Marcy Toepel and Commissioner Joe Gale. Each one told me "School Property Tax" is the topic people most often contact  them about. A county tax is what funds local services. I know no one with a problem with that tax. It is not what we are discussing here. . I was told  "a day doesn't go by without someone requesting help with the school tax  burden". They all say "they are in favor of property tax elimination".  But who is writing to you about it right now?  I am, I have been widowed for ten years. I am also a Realtor (for 40 years). I am the founder of a non profit to help the widowed and their families.  Some of our Politicians and elected officials  do not want real "change' and will always keep this issue from passing. " Wake up Pennsylvania Homeowners".  Take back your property rights!

You have bought or are buying your property, no one should have the right to take it away for unpaid school taxes or charge some huge amount of interest when you go onto a payment plan.  Anyone can lose a job or be hit with a devastating illness or death. Should they lose their homes during this time of crisis as well? And perhaps lose the equity they have worked for all of their lives? Thousands and thousands of homes are lost each year.  Those  homes house families!  Do we really need to make tens of thousands homeless to fund schools?  What are we teaching our children? It is okay to put people on the street to send them to school?  This needs to stop. Please check out the links posted to find out about Property tax elimination  or visit http://www.ptcc.us/pdf/hb76_sb76_quick_facts_013113.pdf  What you will be reviewing is the format of the bill that almost passed in 2015. The facts and figures are being updated by Senator David Argall.. A long time supporter of Prop 76 and by a  committee on August 13th in York, Pa. The time and information are posted below.  It is important to either attend that meeting or at least let you elected officials and Senator Argall know what you would like to see accomplished. If it is total property tax elimination, please let him know.

There will be a need for a Constitutional Amendment so no one will be permitted to shift the tax burden back to our properties in the future.  And when you are reading the bill "DO THE MATH". Don't let "keywords" such as a  clothing tax, diaper tax stop you from looking into what that really means.. Taxing Clothing costing over $50 an item .for most people is not huge.  The cost of school taxes being spread out between  ALL people by increasing the sales tax a couple of points and the same for earned income tax makes the most sense. Everyone will be contributing even renters.  Remind yourself you will not be paying thousands at one time each year as you are now and people who are not homeowners will be able to become homeowners sooner because  they don't have to add hundreds and hundreds of extra dollars to qualify for a monthly payment.  Pride of ownership, promotes growth, proud owners improve their properties and hire trades people to do it. Communities prosper when the homes are lived in not boarded up and abandoned.

The very  poor  are not paying these taxes to begin with and if you  are that poor there are programs to help with the costs already in place. Look at the" BIG" picture. And the fact is the present day method is NOT working nor sustainable as the age of our population grows older.

Our state has the second oldest population in the nation NOW AND GROWING OLDER EACH DAY.  The way we fund schools has to change. So make it happen. Don't get hung up with stuff like taxing a coffin. Really? So how many are you going to buy and  most people get cremated today anyway. Please remember the proposition 76 method of funding has been vetted for over thirty  years. When they did this repeatedly they never calculated in the internet sales tax Pa is now collecting.  A story on channel ten within the last few months mentioned 200 million dollars collected in a relatively short period of time. Do your homework. contact your representatives. Throw out the guys who are introducing new bills to muddy the waters. Perfect what already almost passed. Tell your representatives to make it work or they will be out of work....   Don't let internet sales tax money be squandered or miss appropriated as well.   This "Bull ****" really needs to stop. Thank you for your time. (PLEASE NOTE: THIS PETITION CAN BE SIGNED AND YOUR REPS CONTACTED EVEN AFTER AUGUST 13TH. WHAT IS HAPPENING NOW IS A RENEWING OF THE OLD BILL FROM 2015 TO MAKE IT AN UPDATED VERSION. IF  you have concerns let the Senator know what they are and help draft a new bill which will ultimately work for all and unite us as property owners in the state where our  founding fathers  wrote the Constitution!  Do not let anyone take our right to REALLY own our properties away.

Thank you for your time and attention.
