The purpose of this petition is to show the Pennsylvania Legislature that we as a community think it is time for Pennsylvania to change how it conducts its Primary elections from Closed to Open. People who identify as non bipartisan should not have to falsely identify their party affiliation simply to express their voice in the Primary election.

"Closed Primaries" in general, a voter seeking to vote in a closed primary must first be a registered party member. Typically, the voter affiliates with a party on his or her voter registration application. This system deters “cross-over” voting by members of other parties. Independent or unaffiliated voters, by definition, are excluded from participating in the party nomination contests. This system generally contributes to a strong party organization.

Supporters say it's a way to give nearly 800,000 unaffiliated voters a say in picking candidates for the November election.

The number of unaffiliated voters in the state has risen 75% in eight years.

Pennsylvania's system of closed primaries dates back at least to 1937
