Children & Youth not looking out for the best interest of children

Almost a year ago my niece's children were taken by Lancaster County children and youth on some charges that were not founded. I raised the eldest child from birth to 15 months old before my niece moved on and took him with her. During that time she had had some run in's with her then boyfriends grandparents making her bring the child to me for several months at a time. She made some bad choices and some good choices, but one of the bad ones landed her living in a motel room. Her then boyfriend and herself had just had another child and felt it would be better for the children to stay in a house not a motel. I lived far away from her boyfriends job so they had decided to leave the children with his grandparents until they could get back on their feet. Children and youth were called and charges ranging from drugs, alcohol and domestic violence were the reasons the children were taken. They were then placed with the grandparents by the agency. When I found out about it I contacted the agency and was told by the case worker that they had no intentions of ever moving these children. The only way these children would be moved is if the grandparents decided that they did not want to do this anymore. I knew that would never happen since the grandmother had an unnatural affection for the child I considered my grandson. I attempted several times to get them to evaluate the resource home since my grandson has had emotional and behavioral problems since he was placed with them. I was turned down and told that he was bonded to them, but all the paperwork given to the court shows that they had to medicate him to calm his behavior and make him compliant. After a long battle of letters and trying to get visitations, I finally succeeded. That was until the first visit when they changed the rules on me when the child begged and pleaded to let him come live with me. I took him one more time with his biological grandmother, who was never asked if she wanted to take him in, and she was amazed at what a calm and polite child he was when he was with me.Since then my visitations have been suspended because he acts out against the resource parents when I return him. I want this child to have a future and he will not be able to do that if he is medicated due to Children and youth not wanting to do right by the child. I have been blocked every step of the way in trying to get them to see the damage they are doing to him. Please help me bring him home where he belongs with the only family this child knows loves him and hopefully it could help others in the same situation..
