As we all buy Vehicles we are ought to pay for road tax, followed by that an endless spree of toll tax and what not. however with all the money been taken from the Vehicle owners the conditions of the road are bad and they go to worse during the rainy season. 

There have been endless accidents leading to injuries and deaths due to the bad plight of the roads. But the government keeps blaming the citizens in every situation and not once have they taken responsibility and said whatever happened was due to bad road. 

Accidents may not only happen due to bad plight of the roads but also how they are built eg: Cyrus Mistry's accident could possibly have been avoided if the engineering of the road was accurately. 

Here i am proposing like the citizens are penalized for not following traffic norms and violating laws and rules. Same should apply for the government / road contractors and everybody else who is involved.

The citizens should get a payback in terms of money or tax waiver everytime they report a pot hole or report bad roads. Also there can be monetary penalty and or criminal charges (Death/injury by negligence) against the road contractors and government officials.
