County Road S14/ West 3rd St is a busy roadway. The speed limit changes from 45 mph to 25 mph just south of S14 and West E Ave intersection. Even though a speed limit sign is posted, many, if not most, vehicles fail to reduce the speed to 25 mph. 56 houses exist on Westwood Drive, Cimmaron Drive, Hickory Place, and Oak Lane. The residents in this neighborhood, as well as residents along West E Ave and S14 must walk on or along S14 in order to access Nevada's trail system. Children are at risk as they walk and bike this roadway. Dog walkers, dogs, and runners are also at risk. The volume of vehicular traffic on this roadway, failure of motorists to abide by the posted speed limit, and the fact this portion of the road is on a hill create a safety issue for the neighborhood residents who walk this path on a regular basis. 

The only other access point to the trail system is located along Meadow Lane at the county fairgrounds. There are no sidewalks along West E Ave, 2nd St, Highview St, or Meadow Lane. Once again, residents must walk in the streets in order to gain access to the city's trail system. 

It is the desire of the residents of this neighborhood to ask the Nevada City Council to consider constructing a pedestrian walkway along County Road S14/West 3rd St from West E Avenue to the pedestrian bridge located south of West I Ave.
