While the PECO company already offers a CAP Rate program for low-income families, we believe that the eligibility for the program should be expanded to middle-income families as well. The eligibility of the monthly household income is suitable for low-income families in much more extreme cases and we believe that there should be a sliding scale for all of PECO customers and not just for what PECO considers low monthly income families. The requirements for the monthly income should still be suitable for middle income families because some still struggle with the monthly income they already receive. When it comes to families with 3 or more working people in the household, they still need to provide for the family as a whole. Therefore, PECO should consider families who have a monthly income more then what is considered "low income" to them for Cap Rate programs.
