The PBC transportation infrastructure and local law enforcement agencies are  overwhelmed. The hardworking residents of PBC already struggle to get home safely to their families, loved ones, and personal time at the end of a long day. 

Added to that are “demonstrations” intentionally targeting main arteries at peak business travel hours to further burdening the transportation and law enforcement infrastructures. 

THIS IS A NONPARTISAN ISSUE THE COUNTY AND CITY MUST ADDRESS!!

Yes! Everyone is 100% entitled to free speech!!

Nevertheless, the Free Speech Clause of the First Amendment is not absolute. It has never been interpreted to guarantee all forms of speech without any restraint whatsoever. Instead, the U.S. Supreme Court has repeatedly ruled that state and federal governments may place reasonable restrictions on the time, place, and manner (TPM) of individual expression.

Carefully and narrowly tailored TPM restrictions can be implemented to:

- accommodate public convenience

- promote order by regulating traffic flow, and 

- protecting the administration of justice.

The rights of the masses should not be compromised any longer! 

The hardworking citizens of PBC respectfully request:

1. Implementation of restrictions to prevent ANY AND ALL demonstrations on main arteries and highways in PBC during peak business travel hours.
2. Demonstrations not be held within 2,500 feet of a main Highway during peak business travel hours. 
3. Sign and flag size limitations during peak business travel times. 
4. No peak business travel hours demonstration be held redundantly within 26,000 feet within any given month. 

PBC has ample of alternate locations where demonstrators can make themselves heard (i.e., freely exercise their 1st Amendment Rights) without endangering drivers and stifling the flow of traffic. This ask is completely content neutral to ensure everyone’s rights - commuters and demonstrators alike - are honored.
