PayPal is changing the PayPal Account User Agreement on May 7, 2019 in a material way that will materially impact sellers. The change to be made:

"We’re changing how we treat refunds. If you refund (partially or fully) a transaction to a buyer or a donation to a donor, there are no fees to make the refund, but the fees you originally paid as the seller will not be returned to you."

This could potentially affect every seller big or small and across platforms (eBay, Facebook, etc.).

PayPal is essentially taking more money from sellers with this move, which is not right. As all sellers know, refunds whether partial or in full happen for many reasons, and many times it's not even the seller's fault. PayPal is already bringing in over $13 billion in revenues on a yearly basis, but they don't need to increase their bottom line by shortchanging sellers. 

Here's an example of what this does: I sell some cloth diapers for $45 dollars, but the person forgot to change their address, so I need to refund them. The $45 paid initially ends up incurring a 2.9%+.30 fee. When I refund the $45, PayPal automatically keeps the 30 cents, but with the proposed change, they would keep the entire $1.61. 

Sign my petition if you believe the people working at PayPal need to change their minds about this change to the PayPal User Agreement.
