Why this petition matters

Section 210 of the Zimbabwe 2013 Constitution stipulates that there should be "an effective and independent mechanism for receiving and investigating complaints from members  of the public about misconduct on the part of members of the security services, and for remedying any harm caused by such misconduct"

In the past 2 months 2 Bulawayo young men Levison Ncube and Paul Munakopa died in the hands of the Zimbabwe Republic Police; many Zimbabwean citizens were tortured by the ZRP claiming to be enforcing the Covid19 Lockdown measures including the 2 Cowdray Park Mpofu sisters - Nokuthula and Ntombizodwa Mpofu; 3 Gweru residents (including a chief Trymore Nhari); Weston Chadomba of Njube (Bulawayo); Sethukani Ncube of Lobengula in Bulawayo and 3 Harare female activists who were abducted by suspected state security agents.

Other neighboring countries like South Africa has formed the Independent Police Investigatve Directorate (IPID) - why is Zimbabwe not following suit?
