Parliament must Declare Pakistan a Terror State

The Issue

Pakistan’s latest terror export has claimed the lives of 20 martyrs at Uri, J&K. This is not the first or the last time that Pakistan Sponsored Terrorists have attacked Our Nation. Pakistan has repeatedly instigated such terrorist acts against our people and our brave soldiers following its doctrine of ‘bleeding India through a thousand cuts’.

Pakistan Sponsored Terror is blind to civilian and military casualties and has indiscriminately claimed thousands of lives over the years. A total of 171 Army Bravehearts have been martyred while fighting terrorists since 2012. Since 1988 to 2016, 14,734 civilian lives have been lost to Terrorist Acts perpetrated by Pakistan. 

We must not allow this situation to persist any longer! The service and sacrifice of our soldiers cannot be in vain. We can no long afford to stay silent while our soldiers are martyred at the hands of Pakistan Sponsored Terrorists. 


It is time to call out Pakistan for what it is: A Terror State. 


I request the Hon’ble Prime Minister of India, Hon’ble Speaker of Lok Sabha, Hon’ble Chairman of Rajya Sabha to convene a joint session of Parliament to declare Pakistan a Terror State on the first day of Winter Session.


Member of Parliament Rajeev Chandrasekhar has already submitted a Resolution to declare “Pakistan a Terror State” (http://bit.ly/2dmq98w  )  and Private Member’s Bill: “Declaration of States as Sponsor of Terrorism Bill, 2016” (bit.ly/2cyovC1).

I believe this is the need of the hour and call upon you to convene a joint session of Parliament in the coming Winter Session to pass this Resolution unanimously. Other nations across the globe are joining suit in condemning Pakistan for sponsoring and harboring terrorists.  

 The demand to declare Pakistan as a state sponsor of Terrorism has found voice in an online petition in the USA as well! It has become the third most popular petition on the White House website with over 665,769 people supporting it already. The Obama administration is even expected to respond to it within 60 days.

The Indian Parliament had unanimously passed a resolution in regard to Kashmir and POK on 22nd February 1994, but it stopped short at only condemning Pakistan.

However, there is need now for a more decisive Parliamentary resolution to be adopted by Parliament that declares Pakistan a Terror and requires the Government to take specific steps like:

Terminate all bi-lateral ties -  economic and cultural ties with Pakistan and take adequate and necessary remedial measures via international institutions, such as the World Trade Organisation in order to revoke any preferential or equitable treatment accorded Pakistan.
Prohibit the entry and overflight of all aircraft registered with Pakistan into, and over, Indian Territories. Similarly, prohibit the entry of vessels registered with Pakistan into Indian territorial waters.
To isolate and restrict Pakistan by imposing diplomatic censures and economic sanctions and also extend this to those who aid and abet, directly or indirectly, Pakistan in sponsoring terrorism.
Take appropriate remedial / retaliatory / counter measures against the Pakistan
There is widespread demand now for a decisive resolution to be adopted against Pakistan in the Parliament.

 Hon’ble Prime Minister Sir, Hon’ble Madam Speaker and Hon’ble Chairman Sir, I appeal to you to convene a joint session of Parliament on the first day of the Winter Session of Parliament and unanimously pass the Resolution and Bill that has been submitted by MP Rajeev Chandrasekhar.
