Mask mandates must be enforced by a teacher or administrator who receives a paid salary from the state. However, the law forbids the use of state funds toward mask mandates. Mrs. Howell has overreached her authority by asking staff to participate in breaking South Carolina state laws.

Furthermore, Mrs Howell is not a medical professional and cannot make decisions about the health of students not staff. Everyone is protected by the US constitution to the right of liberty. Meaning that all involved are free to make their own decisions about their medical health. One must have a choice as to wear a mask or not since we don’t know every person’s medical history. 

Mrs. Howell is not representing her constituents by enforcing such a drastic measure. She has also went against her superiors and forcing all school staff to disregard state law. Due to her lack of knowledge about legal ramifications as well as her overreach of responsibility we the people of York, SC are forming a petition to recall Mrs. Howell as chairperson of the school board.
