Enforce Maximum Penalties to Animal killers of Palm Beach County Slaughter Farms

On October 13, 2015 Animal Recovery Mission (ARM), Palm Beach County Sheriffs Department and Palm Beach County State Attorneys office executed a raid upon three of the cruelest illegal animal slaughter farms in Loxahatchee, Florida. Ironically located just minutes from one of the most prestigious horse communities in the world, Wellington, Florida, two of the three farms were killing horses and selling horse meat to Loxahatchee Groves and the surrounding communities. 

Upon these farms, animals were being tortured and brutally slaughtered in some of the most inhumane ways. Violent offenders on these farms would harshly and inhumanly drag animals to the kill areas, shoot them in the head with small .22 caliber rifles, slowly sever their throats with extremely dull blades, insert meat hooks in their legs while still alive before hanging them upside down, skin them alive, and boil them alive. Cows, goats, sheep, chickens, ducks, geese, wildlife and even HORSES have all been victims to these criminals who have ruthlessly killed animals on these farms for decades. Not only are the ways in which these animals killed without a doubt inhumane, but ulitimtely primitive and sickening.

Florida statute states “no person shall kill an animal in any way except by an approved humane method.” It also mentions that “no person shall shackle or hoist with intent to kill any animal prior to rendering the animal insensitive to pain.” In order to do so, the law allows the use of electrical or chemical means or by gunshot with an appropriate calibre bullet as long as it is used to rapidly render the animal insensitive to the pain. 

During ARM's 6 month long investigation of these farms known as Rancho Garcia, G.A Paso Fino, and Medina Farms, ARM investigators uncovered that operators of Rancho Garcia and G.A Paso Fino were both selling and slaughtering horses to be sold along the Black Market Horse Meat Trade in Palm Beach County. This lucrative and extremely underground business involves the stealing and selling of race horses and pet horses who end up on slaughter farms and brutally killed for their meat which is then sold for human consumption. Under Florida's Good Horse Slaughter Act, which ARM aided in passing in 2010, it is considered a third degree felony for any person to buy, sell, transport, kill a horse or posses horse meat for human consumption within the state of Florida. The penalty stands as a minimum of one year in jail and a $3,500 fine.

Six men were arrested from the three farms on October 13th, 2015 on animal cruelty charges but were then almost immediately granted bail and released under conditions the next morning by the judge.

Edeger Bica of G.A Paso Fino farm was released with a bail amount of $3,000. Edgar Bica, of G.A Paso Fino whose current charge includes a violation of his previous probation for aggravated animal cruelty, and does not have a bond amount. Rodobaldo Diaz of G.A Paso Fino was the seventh man arrested days later and was released with a bail amount of $6,000.

Jorge Luis Garcia, infamously cruel animal killer and owner of Rancho Garcia was released with a bail amount of $6,000 and Rafael Ramirez who was an employee of Rancho Garcia was released with a bail amount of $9,000. Ramirez also faces charges for buying and selling horse meat.

Jose Reyes of Medina Farms was found without a social security number and the sheriff’s office is unaware of his status in the country. He was being held on bonds totaling $21,000 and was ordered to present all travel documents in the next 24 hours of release. Rathiban Monieram owner of Medina Farm, a U.S. citizen, was ordered to surrender his passport and firearms to the sheriff’s office within 24 hours of release. His bond amount is $19,000. 

As a first of its kind animal cruelty operation take down in Palm Beach County Florida, Animal Recovery Mission wants the publics voices and opinions on the case to be heard. The powerful and passionate community of Palm Beach and Wellington is standing up for their concerns of the animals and that some of the most dangerous animal killers are released back into their communities. They fear for their own animals and for the safety of their communities. 

On October 25, 2015, in Palmetto Florida, the owner of a beautiful 12 year old chestnut gelding found the show horse butchered to death near his stall. The killers left the horse with only his head and neck still intact. This is just one of the many cases where pet horses are brutally butchered for their meat and found dead in the morning by their owners.

The killers of this horse and many other horse and animal killers are still on the loose which is why we need to enforce very strict punishments to those criminals which law enforcement do catch. These criminal offenders deserve the maximum penalties for animal cruelty and ARM needs your support to bring them justice. Please contact your 15th Judicial Circuit in Florida to demand a harsh punishment to the seven men arrested from Rancho Garcia, G.A Paso Fino and Medina Farm.

Dear Sir/Ma'am,

I am contacting you with concern over the dangerous animal killers that you have released back into our Palm Beach County, Florida Community. Following the raid that was conducted on October 13, 2015 of the three illegal slaughter farms in Loxahatchee, Florida, our community was overjoyed to know that these violent men would receive proper justice for what they have done to thousands of innocent animals. These men have been working on the illegal slaughter farms for decades and the community been well aware and disgusted of that they were forced to live amongst. Complaint after complaint has been made to county officials, just justice was never served, until ARM went undercover to expose them, and Palm Beach County executed the raid. The result, about 750 animals were recovered from the properties and are now the safest they have ever been, free from a life destined for slaughter. 

It does not seem ethical that the 7 criminals arrested from these farms, were given extremely low bond amounts and are able to continue their lives receiving no harsh punishment or justice to what they have done. Not only are these men cruel and heartless to animals but they are a danger and threat to our county where we feel safe.

How will they learn their lesson? How will we ensure they don't continue brutally slaughtering animals illegally? How can we feel safe knowing that these men are living among us in an area so heavily populated with animals, including our own?

I am asking that you help better our community by either enforcing a stricter and harsher punishment to these animal offenders, or relocate these men of our community.

As an elected press of the law, i have faith that you will do the right thing.
