PROBLEM: Every year Pakistani government has been brutally killing thousands of stray dogs. One of the state is proposing $0.71 reward per dog to anyone who kills it.

For an underdeveloped country where majority is poor there will be a lot of people trying to make money from this. People will burn, poison or stone these poor souls to death. 

No living soul should go through this much pain on earth, after all we all here for a limited time and eventually will perish.

SOLUTION: Stop mass killing of dogs and start mass sterilisation. Set up funds where people can contribute and help the government to vaccinate and neuter stray dogs.
