Councillor Hannah Banfield started this petition to Oxfordshire County Council, Planning De

I hope you can take some time out of your busy day to read and support the residents of Banbury by signing this petition? in the next paragraphs I have outlined the reasons why . As Oxfordshire County Councillor for the Ward of Grimsbury & Castle in Banbury. I have since October 2018 coordinated a residents campaign against the planning application submitted to Oxfordshire County Council from Tarmac Trading Ltd. In this planning application Tarmac Trading are asking for new planning permissions to change the site working hours to 24 hour working to increase production of the Asphalt produced at this site .Planning application number MW.0117/18 and also application number MW.0116/18 to increase the size of the Asphalt plant at the Tarmac site located on Water Works Road, Hennef Way, Banbury .

If these two planning applications that have been submitted from Tarmac Ltd are granted planning permission myself and my residents have grave concerns for the residents of Banbury .One of our concerns is air pollution as the Tarmac plant located on Water Works Road, Banbury is going to use Hennef Way, as the main transportation route for the lorries entering and leaving the site which could be about 300 extra lorries a shift driving on Hennef Way, but unfortunately Hennef Way, Banbury has double the legal limit of air pollution at this time and the worst air pollution problem in the Cherwell District which has been written in a Cherwell District Council, Air Quality Status report also Hennef Way, has the highest nitrogen dioxide, air pollution levels in the whole county of Oxfordshire. All residents that have homes located near Hennef Way, and all people driving vehicles on Hennef Way, will be ingesting this air pollution which will increase the risks to children of developing Asthma and with older people and people with other health conditions they are at risk of developing Respiratory diseases .

If Tarmac is granted permission to work this plant 24 hours a day some Grimsbury residents will be able to hear noise pollution all through the day and night with about 300 more lorries per shift driving on Hennef Way, and driving around Banbury and more noise pollution being generated by increased production at the Asphalt plant .Which will cause residents great stress and upset with sleep deprivation and light pollution too which can both cause Mental Health Problems which can cause family break ups at this point the plant has conditions stopping production at certain times of the day and night so residents get some rest and a chance of quality sleep . Also wildlife and ecology located near the Asphalt plant will be adversely affected with pollution of all types and will be adversely affected by the expansion of the site .

Thank you,

Councillor Hannah Banfield
