Justice for my son - Two bedrooms & Surgery

Last year, my son, Steven Soe Wanna, was in a tragic hit and run car accident on Valentines day, his 20th birthday. This has left him more than two months in Coma, severe Brain bleeding, left hip fracture(Metal hip now), right ankle fracture, right three toes fracture, eyes socket bone broken, NOSE broken and nearly died. He is suffering extreme distress with facial disfigurement. Currently, he is due to dischage but cannot be dicharged from the Brain Injury rehabilitation center in Northamptonshire until we acquire a two bedroom groundfloor home, as I, his mother, am required as his sole carer. We have contacted the Oxford City Council, as my family have lived here for over 15 years. Please help us gain signiatures to make Oxford City Council consider our situation, as I am desperate to help my son regain his life and become free from social isolation.
Also, the NHS are currently delaying the facial reconstruction surgery he needs, as his nose is still broken, and he has lost his sense of smell, and has lost his confidence due to his disfigurement.
Our local MP, Anneliese Dodds, has been informed about both the surgery and housing, and she has contacted the head of the Oxford City Council, however they have given us no response.
Please help a mother looking to help her son out of the trauma he has had to endure over the last year. Any signatures would be greatly appreciated, as he has already had to endure his mother having both breast cancer and a brain tumor.
