In 2020, Jarrett Tonn shot and killed Sean Monterrosa, firing his weapon from the back of his unmarked truck and through the windshield, violating Vallejo PD's use of force policy. Tonn shot Sean Monterrosa in the back of the head killing him nearly instantly, despite Monterrosa being unarmed, on his knees, and with his hands in the air. Although Chief Shawny Williams attempted to terminate Tonn, a mandatory hearing called a "Skelly hearing" conducted by Skelly officer Marc Fox resulted in a recommendation to overturn Tonn's termination. Marc Fox determined that although Tonn's performance was "poor," his killing of Monterrosa should not result in his termination.

City manager Mike Malone and police chief Shawny Williams have the option to still pursue Tonn's termination, although it is not guaranteed. They have the option to at least TRY to meet the demands of impacted families like Sean Monterrosa's sisters, instead of claiming their hands are tied. We, as community members of Vallejo, demand the Skelly hearing be overruled and that the city and chief of police proceed with Tonn's termination immediately.
