This petition is to ensure safe ocean and waterway access for surfers, paddleboarders, kayakers, snorkelers, divers, and kite surfers to Florida's ocean, gulf and waterways.  Section 3Aii of  EXECUTIVE ORDER NUMBER 20-91 allows for recreational activity.  But, this section does not ensure state residents a right of access to the ocean and other waterways to conduct water-sports following acceptable guidelines for social distancing.  This change can include a provision to not allow loitering on public beaches, just safe and free access to waterways. Water-men and women of the Great State of Florida are simply looking for a right to quickly and safely pass across beaches without congregation for access to the ocean.
