United Airlines: Allow military to route their pets through GUAM

UNITED AIRLINES strikes again! Just got off the phone with UNITED AIRLINES and they just informed me that they will not take any pets out of Manila, Philippines and route them through Guam. After being asked by 3 different representative over and over again if I was traveling on official military orders, they would confirm that we (US military personnel relocating back to the US) are NOT allowed to fly our pets into Guam on our way back to the US.
You might say what's the big deal? Well, DoD personnel is only allowed to travel on a US Flag carrier airline, and there are ONLY 2 out of Manila, Philippines. Delta has changed it's plane size so, they don't allow pets at all. United just won't take pets, to Guam, and no reason is given as to why besides "IT'S POLICY."
You might say, "well, UNITED might not have pet handlers in Guam", to that I say "yes, they do, because after July 8th 2018, UNITED is allowing US military to fly pets out of GUAM, but will not let any pets get routed THROUGH Guam, on their way to the US". What sense does this make?
Taking a pet through UNITED as a checked bag would cost about ~$800, shipping a pet as cargo through another carrier would cost upwards of ~$3000.
Help me send a message to UNITED once again to make an exception to their pet policy to allow military pet owners to route our pets through Guam with us, because for the US military stationed in the Philippines UNITED is our ONLY option.
