Do not forfeit the right of SCC delegates to make motions under New Business. It is difficult to recover power once it has been given away.
The SCC is supposed to be the governing body of the Democratic Party of Oregon. This bylaws change continues the erosion of power of SCC delegates that has occurred since 2005.
