We, the undersigned ask that Oregon follow the Federal Government's guarantee that all consumers have coverage for midwifery care. Section 2301 of the Federal Affordable Care Act already requires that state Medicaid programs like Oregon Health Plan (OHP) reimburse licensed maternity care providers practicing in licensed birth centers. Please ensure that OHP's new Coordinated Care Organizations (CCOs) will fulfill this commitment. CCOs stand to save money by covering evidence-based midwifery care, which uses expensive medical procedures only when truly necessary. Midwives have fewer infants admitted to Neonatal Intensive Care Units, and their cesarean rates are only a fraction of most hospitals, reducing health care costs significantly.
Oregon's women want choices in childbirth, and we believe justice demands that all women, regardless of income, should have access to the same midwifery care that other pregnant women are able to seek and receive.
