Currently the 2017 IFCA requires that in order to move anyone into a FFT1/CRWB/ICT5 they must first be LSA tested by one of the three providers. We believe that while it may not be a problem in the immediate future that in the middle of fire season when we have changes in personnel and the college staff is out on fires this could potentially reduce the number of crew our vendors are able to provide during a critical time in fire season. This is a change from the 2016 IFCA which allowed LSA-NT (not tested).
The industry is very fluid in terms of crews coming in and going out and getting moved up in position and LSA tested in a timely fashion.
We believe this could also create a safety issue by forcing vendors to have to send a crew boss out with some "green" FFT1's as most will send a "green" FFT1 with an experienced FFT1. As we are financially and ethically liable for our firefighters, we take this seriously.
We offer up to potential solutions to this issue:
1. Allow the Training Associations to provide these services if they can meet the protocol that is required currently.
2. Make a modification allowing the use of LSA-NT until we can review this part of the agreement in the fall and come up with a permanent solution.
