Manila Rep. and Congressman Bienvenido "Benny" M. Abante Jr. filed the House Bill No. 5717, which allows heterosexuals to express their views in churches, schools and businesses, as well as in various mediums of communication such as print, broadcast, and social media platforms even though woman and the LGBTQIA+ community are the ones that are vigorously ostracized and persecuted and the heterosexuals being the ones that have long been considered "normal" and valued.

Abante, who is also a pastor, said the current "legislative rights" protecting the LGBTQIA+ community defy "God's law and standards, particularly on creation, human dignity and morals. "He also uses a Bible passage to try and prove his point. This should not apply since not everyone in the Philippines is Christian or believe in religion and there is a separation of the church and the state that we should uphold and and this House Bill clearly overturns this.

This House Bill was filed to oppose the SOGIE Equality Bill now truly shows the prejudice against the LGBTQIA+ community just because they are the minority and demands for equal rights, which does not mean that the majority, heterosexual rights are being taken away. The current laws aren't enough to protect the LGBTQIA+ and now they want to pass a new one that completely oppresses them. Lawyer Chel Diokno also said the proposed "Heterosexual Act" will legitimize the "real oppression" experienced by the Filipino LGBTQIA+ community.
