Open state borders for mobile and remote workers!
Why this petition matters
Did you know that an employee with a mobile or fully remote position who spends even one day working outside their state of residence may have their income taxed twice?
Examples of people impacted by these antiquated state tax laws include:
- Virtual teachers for online public schools around the country
- Travel nurses
- Firefighters who travel to other states to fight out of control wildfires
- Infrastructure workers who update our basic necessities like water treatment facilities and power grids
- Linemen who travel to other states to restore power after massive outages
- Emergency response workers who respond to natural disasters around the country
- Content creators and freelancers
- Anyone who works remotely that wants to travel!
Currently, non-resident income tax laws vary by state. Most of these laws were established decades ago and have not been updated to reflect the massive technological advances and changes to society that have occurred since.
There are two bills that address this issue at the federal level.

Both bills would update tax laws for mobile and remote workers so that they are only subject to multiple states' income taxes after 30 days performing employment duties in that state. However, both bills have stalled and gone nowhere.
This petition is to urge Congress to revive these bills and pass them as soon as possible, or urge the president to sign an executive order modernizing taxes for remote and mobile workers.
Experts project that approximately 25% of all professional jobs in the United States will be remote by the end of 2022, and that remote positions will only increase in number into the future. It isn't just the mobile and remote employees who would benefit from this change. Opening state borders to these workers puts more money in the hands of local businesses and people around the country. According to the US Census Bureau, median salary in 2020 was $67,521 (https://www.census.gov/library/publications/2021/demo/p60-273.html and at the time of writing this petition California has the highest state income tax rate at 13.3%. One month of income tax in California at the median salary would be $748.36. However, a mobile or remote employee traveling there for even one week would spend more than that at hotels, campgrounds, gas stations, grocery stores, restaurants, and attractions that are owned, operated, and/or staffed by the local people.
Because these multi-state taxes are currently so complicated, many companies do not allow their fully remote employees to work outside the state. This limits the worker's ability to travel and spend their money anywhere other than their home state.
