The International Joint Commission conducted reports that manure which is used as fertilizer in agriculture and produced as a result of animal farming in the Great Lakes Saint Lawrence Watershed area is one of the largest pollutants to almost all of the Great Lakes.

Manure runoff leads to excessive amounts of phosphorus in water bodies which fuels algae growth in turn depleting oxygen content and creating "dead zones" where animal and plant life are greatly diminished from lack of oxygen. Pollution of the Great Lakes Saint Lawrence watershed via agricultural manure runoff puts public safety, industry and Canada's future at risk, therefore we propose agricultural policy change in order to increase legal limits of "set back" distances of agricultural sites from surface water as well as amendments to policy concerning feedlot size and structure within catchment areas of the Great Lakes Saint Lawrence Watershed.
