DILG, implement the Ombudsman's dismissal of Lucilo Bayron...!!!

In a Decision dated November 18, 2016, the Ombudsman found Lucilo R. Bayron, then Mayor of Puerto Princesa City, administratively liable for grave misconduct and serious dishonesty and meted a punishment of dismissal from the service, which was implemented on February 10, 2017.  However, a Joint Order in March 2017 modified said Decision, which inadvertently caused the return of Bayron to office on June 23, 2017.  But said Joint Order was clarified by a new Order dated July 6, 2017 as not applicable to Lucilo Bayron, thereby making the November 18, 2016 Decision still valid and executory.  To date, the DILG has not implemented the re-dismissal of Bayron from the service because of a Court of Appeals Decision dated August 8, 2017, which however is not yet final and executory as per Section 7, Rule III, as amended by Administrative Order No. 17.  The continued stay of Bayron in office violates the rule of law and condones illegal and illegitimate governance.
