Protection of government vehicles

I was in a recent accident that involved a bus, driven for the Columbus Public Schools system. It was brought to my attention, the bus is covered from any punitive damages caused to my vehicle, even though the bus driver was at fault and cited for not having "Assured clear distance". It is up to my personal insurance company, to pay for my vehicle's repair.
This is certainly not a fair practice and I would like to have a petition started, which would rewrite the current law for the 2744.05B code. The way it is currently written, offers immunity to government officials that operate these vehicles, from any property damage you may have suffered, whether they're at fault, or not.
I would like to have this law written as such:
Unless the government driven vehicle is in an emergency situation, there should not be automatic immunity issued to the government official operating the vehicle. If they are found to be "at fault", it should be the responsibility of the government acting agency, to cover all; medical, property and punitive damages (i.e. lost wages).
