Herman Harris, Jr. was convicted of the 1992 death of Billy E. Lai, Sr. The defendant severly beat Billy E. Lai, Sr. about the head with a canned food and slashed his throat from ear to ear with glass from a broken jar that resulted in his death. A three-judge panel convicted Herman Harris, Jr. of Murder. The defendant was also convicted of Grand Theft for stealing thousands of dollars worth of cigarettes durring the comission of the crimes at Shear's Market where the victim was employed.

Herman Harris, Jr. has an extensive and violent record dating back to his teenage years. His first adult felony occurred when he was 18 when he was convicted of B&E - receiving 1-5 years in 1977 and receiving shock parole 9 months later. At age 20 (1979), Harris was sentenced for Aggravated Robbery (6-25 years) and was paroled in January 1983. He was convicted of a Robbery in May 1983 and received a suspended commitment. In November 1983 , he was responsible for the death of a friend that  led to his conviction for Involuntary Manslaughter. He was paroled in February 1992 and committed this homicide within two months of that release.

Harris has had numerous run-ins with the criminal justice system and his record demonstrates that his violence has escalated. Previous parole and suspended commitments have not inspired Harris to stay on the right side of the law and there is little faith that he will make such a change now.

We, the undersigned, therefore STRONGLY OPPOSE and urge the Parole Board to NOT release this inmate.
