We need everyone's support to tell our legislators to VOTE NO ON OHIO HB 103. This proposal undermines all citizens' property rights. Whether you are a seller, or a buyer of real estate, certain Ohio legislators apparently think you are too dumb to make decisions for yourself. This proposal would make Land Installment Contracts (also known as a Contract for Deed in some places) all but illegal in the State if Ohio by enacting absurd requirements that are next to impossible to meet.

Property rights are fundamental in a free society. If you wish to sell a parcel of real estate for $50,000, payable in monthly payments over 10 years. that should be YOUR right and YOUR choice, free of overreaching government interference. Conversely,  If you want to buy a home from old Mr. Jones that has fallen into disrepair (probably through no fault of his own) and you and Mr. Jones come to a mutually beneficial agreement. why should the government be permitted to stick its nose in your private business and declare your contract illegal? 

Land Contracts benefit everyone. They provide a path of opportunity,  often the ONLY path for low-income people to the dream of homeownership. These contracts are frequently an actual embodiment of the overused phrase.. a HAND UP, not a HANDOUT. One of the last opportunities left in what used to be considered the land of opportunity. 

They are equally a solution for people of limited income that own a property which may be in a state of disrepair and don't have the time, funds, or ability to bring it up the standards required by lending institutions in a traditional sale. A Godsend for beleaguered owners who cannot sell through traditional means without taking a great loss.

Land Contracts benefit communities by reducing the number of homes abandoned while allowing families a means to acquire a home of their very own.  Most of these homes cannot be financed through a traditional mortgage for a myriad of reasons. Without the availability of Land Contracts, blight in our neighborhoods will surely increase while opportunities for homeownership decrease.

The Ohio Revised Code already contains ample protections for Vendees of Land Contracts. VOTE NO ON HB 103..
