Children with special needs are often placed in daycare settings that are not trained nor equipped to recognize, support and care for the challenges like my Cadence presents. Mothers of special needs children, like myself, are often worried about their child's saftey as "will the daycare have the patience to assist my child in coping with their challenge". These children are often expelled from for-profit daycares leaving them at home unprepared for the transition into Kindergarten. For-profit settings are unable to support the child and the parents in providing services to children that need it most.
Families have no place to go for child care that can provide services like speech therapy, occupational therapy and physical therapy to promote increased access to education.
I have seen how public preschool provides services to my children that has set them both up to obtain an free and appropriate education and I have seen my children succeed! This should be available to all children in need of services, therefore, I am proposing Cadence's Bill: free appropriate public education for all children with one or more need. This includes:
- defining full time as 5 days a week to prepare children for kindergarten.
- Preschool begins at age 3 for all children
- Preschool offers supportive on-sight services
