Allow Decoys to be left out on State Drawn blind sites in Ohio. Rule 1501:31-7-02 Part B
Waterfowl hunters shall be permitted to leave decoys out during the waterfowl season dates in state permit drawn blind sites at their sole discretion where they are allowed to erect a blind for the waterfowl season. Leaving decoys out creates a safe environment for migrating waterfowl to rest during the night and while hunters are not present at the blind location. Currently when decoys are being set and removed with every hunt the decoys are scaring the waterfowl because ducks are shot at every time the get close to the decoys and the decoys are seen as a danger. There is no real hazard or danger in this other than the possible decoy that becomes unmoored and floats away. However, with common sense and safe boating practices a floating decoy is of no harm or danger. Unlike floating debris that is found regularly submerged or extremely hard to see during waterfowl season like logs and trees during and after winter storms and flooding. Boating safety is not just something to be concerned with over a floating decoy, it is part of being on the water every day of the year. Its absurd to thing a floating plastic decoy is any more dangerous to boats and or its passengers than the everyday potential risks on the water by boaters. Waterfowl hunters are aware of the dangers of being on the water during waterfowl season and should be always practicing their best boating safety. In closing I would appreciate any reports of accidents or injury caused by a floating decoy on Ohio State waters during waterfowl season. There are other states that allow decoys to remain out at state drawn blind sites that do not allow decoys to be set on public land otherwise. I will be providing a detailed list of states and their laws pertaining to leaving decoys out on public land. Thank you for taking the time to read and consider this petition for changing this law.
