With the development of the ADA (Americans with Disabilities Act) and IDEA (Individuals with Disabilities Education Act) students with significant cognitive disabilities were allowed to take an alternate assessment which was designed to demonstrate their knowledge and skills in an appropriately rigorous manner instead of taking the End of Course exams mandated to be taken by neuro-typical students.  Recently, the Ohio Department of Education has adopted a new policy that skirts around the laws of ADA and IDEA ideologies and discriminates against children with disabilities.  Without regard for the welfare of students that struggle academically and perform well below grade average, students that have difficulty performing simple addition and subtraction will now be required to take tests gauging their ability to perform Algebra and Geometry.  This new policy mandates that only 1% of children with disabilities in school take the Alternate Assessment, the rest of the students will be mandated to take the End of Course exams that their peers take.  This means that many students with moderate to severe intellectual disabilities will now be mandated to take the same exams that their "typical" peers/students without disabilities have to take in order to meet the criteria for graduation.  Basically, students with 2nd and 3rd grade reading and math levels will be forced to take part, and most likely, fail, tests that are meant to gauge the intellectual abilities of the "typical" 9th, 10th, 11th, and 12th grader.  Once these students fail these exams, the teachers will then be forced to submit a request to exempt these students from the consequences of the exam.  The State has taken the power away from administrators and teachers who know the abilities of their students the best, and decided, without consultation or regard to the students’ wellbeing, that these students can no longer take the Alternate Assessment. The State has also failed to take into consideration the emotional impact and undue stress that they will now be heaping upon students that are no longer able or qualified to take the Alternate Assessment (see the qualifications for the assessment here: http://education.ohio.gov/Topics/Testing/Ohios-Alternate-Assessment-for-Students-with-Sign  Many students take great pride in their grades and being able to pass tests.  As a parent, how do we tell our children that it is okay to fail their End of Course Exams and to not worry about it because it does not matter if you pass or not?  Will this not crush their spirit and cause undue stress and hardship on the students that we are supposed to protect?

This new mandate takes the power away from the people who know the students best and instead endangers the students well-being.  We are asking that you sign this petition so that we can send it to the Ohio Department of Education and Governor Mike DeWine in order to allow teachers and administrators the ability to decide the academic needs and capabilities of their students.  If you would like further information on this blatant disregard for students with disabilities, or would like to discuss how to help, feel free to email protectourstudents2021@gmail.com.
