Filipinos living abroad, especially those who are legally residing outside the Philippines are already paying the health care contributions required by their current country of residence. The requirement to contribute as mandatory contributors to the Philhealth UHC is unjustly and unfair, as the cost of living here is much higher abroad and Filipinos are also supporting their own families, who mostly are living with them outside the Philippines.

Filipinos living abroad are not even paying as much as 3% for an annual health contribution, which is comprehensive in coverage in their current country of residence. This 3% that is progressively increasing to 5% by 2025 is excessive.

Please scrap the entire UHC-IRR 11223 and implement a more fair UHC for Filipinos residing in the Philippines. Filipinos living abroad should also not be classified for mandatory contributors to Philhealth.

The OFWs are no longer to be treated as mandatory contributors. We petition the same for Filipinos living abroad as residents and Filipinos with dual citizenship. Scrap the UHC-IRR 11223 and implement a fair UHC rules.
