Implement Polaris Software at POLO HK: Faster Processing, Secure Data, Improved Welfare

Domestic Workers Corner started this petition to Office of the President of the Philippines and

1.) The OFW community in Hong Kong has long complained of poor processing services, lack of transparency, and delayed welfare services. The community took these complaints to numerous Labour Attaches at the Philippine Overseas Labour Office (POLO) until finally ex-Labour Attache Jalilo Dela Torre decided to take action.

2.) Dela Torre realized that the inability of POLO to meet worker needs stemmed from the lack of digitization at POLO and asked the previous online service provider EmployEasy to implement improvements but they refused or made excuses. Further, it has been documented that EmployEasy’s system contains severe security vulnerabilities and that a shareholder in EmployEasy is a shareholder in an employment agency, HelperDB, which is a conflict of interest because it leaves an incentive to illegally transfer worker and employer data from EmployEasy to HelperDB.

3.) The OFW community continued to be concerned and welcomed the invitation of an RFP process for an improved online system. The OFW community was in overwhelming support of POLO’s decision to grant the contract to Polaris Tools Limited, a group of Stanford Computer Scientists with Filipino roots and Professors of Law, Human Rights and Business Ethics at the University of Hong Kong.

4.) The Department of Labour and Employment (DOLE), for reasons unclear, is on a mission to discredit Labour Attache Jalilo Dela Torre and Polaris Tools Limited with insinuations of corruption. This is unacceptable. The Filipino community suspects this is DOLE’s ploy to restore the previously opaque method of operating. The Filipino community supports this petition to push back against DOLE and bring transparency and accountability to POLO in Hong Kong. Our OFWs deserve it.
