Force broadband companies to pay if they do not activate internet on date given

I have recently switched broadband to a new provider. The Internet service was not activated on the date given by the new provider. It has now been over a week and we are just given excuse after excuse as to why no service due to system errors. When asked about compensation, I have been offered a paltry £30.
I think Ofcom should impose new regulations on providers to do one or all of the below:
- test broadband service will actually work before switching off previous provider.
- pay £10 per day minimum compensation for any day after switch date that household is without internet. This may encourage providers to act faster.
- provide household with a free dongle with unlimited usage until internet connection is provided by the new provider.
