Andrew Higgins started this petition to Ofcom and

This petition is to require "OFCOM to change the guidance to make broadcasters provide subtitles and BSL a mandatory requirement for Local, regional and National Emergencies."

The BBC on the 23rd March did not provide an interpreter for the late Government briefing.  After a Complaining the the BBC's ECM unit. It reveals the OFCOM guidance for Nation emergencies only states that subtitles should be included.

British Sign Language (BSL) is used as a first language by approx 100.000 Deaf people in the UK. Deaf people who use BSL prefer Interpreting or translation in their first or preferred language. BSL and English are different languages. Bsl has its own Grammer, Syntax, nuances and structure. The current Guidance is outdated and not in line with the Equalities act 2010. It need to modernise the guidance to make sure Deaf BSL users are not treated less favourably.
