Retract Decision to Approve Halifax Water Charges, dated June 24, 2013

We, the undersigned, believe that the Nova Scotia Utility and Review Board did not have accurate or complete information regarding the purpose and use of ditches. Property owners, who would be impacted by the decision to approve the new stormwater charges as requested by the Halifax Regional Water Commission (HRWC), request the opportunity to have this information presented.
Non-customers of Halifax Regional Water Commission were not notified that this decision would impact them, therefore were not given the opportunity to be heard during the Spring 2013 hearings.
Property owners with septic and well water, and no prior business dealings with Halifax Regional Water Commission, were not notified that HRWC would create a billing account without prior approval by property owners, and that non-customers of HRWC were invited to speak at the NSUARB Spring 2013 hearings.
We, the undersigned, request to be heard by the NSUARB as to the fairness of charges to residents for maintenance of HRM road ditches which drain the one meter deep road bed and not residential properties.
Therefore, we ask the Nova Scotia Utility and Review Board to retract their June 24, 2013 decision in order to gather all the necessary information to create an informed, fair and fully representational decision on the HRWC's application for stormwater charges.
