Reduced rates from NSP during this pandemic.

With the increasing spread of covid-19, more and more people are staying home. While this is a great thing, it has some adverse effects. More people at home means less money coming in, and more money spent on electricity. What I am proposing is that Nova Scotia Power switches everyone from the "standard rate" of 15.805¢/ kWh, to the "off-peak rate" of $8.878¢/ kWh. Normally this rate only applies to people who qualify for a "time of use" meter. This would help alleviate some of the financial pressure that people have been faced with all while still providing NS Power with the funds needed to provide their services to the community.
