The Castle is owned by the city council who’s authority comes from the residents of the city who elect them and fund them by paying one of the highest rates of council tax in the UK. Prior to its closure to allow works funded in part by an extensive lottery grant the Castle had been free to enter to those living in the city area. (Charges did apply to special events and controversially weekends!) 
Since the recent closure and renovation, entry to the Castle is now charged at all times, with residents receiving a 10% discount. 
Nottingham is not an especially wealthy city and as mentioned residents already pay some of the highest rates in the UK. 
We feel therefore that is unacceptable to charge city residents for the pleasure of enjoying what is arguably their castle.
