Norwich City Council need to give the homeless shelter in this severe weather

No one should be living on the streets, especially with weather like this and the predicted weather to come. Anon street team went out Sunday, on high alert because of the predicted bad weather. The emergency number was phoned and no beds were available. So we are demanding that Norwich city Council need to sort out accommodation for the rough sleepers of Norfolk.
We have so many buildings empty that could be used, including churches.
Our team saw at least 29 people on the streets in the centre of the city bedding down for the night and we know we don’t get to all those that are sleeping on the streets, so there is more that we have had no contact with.
We gave them sleeping bags, blankets, foil blankets, food bags, foil tents, thermal under wear, hats, gloves, hand hotties, hot food and other things hoping it would make them a bit warmer and hoping it helps them to survive the cold weather.
The Met office issues a level 3 alert – Cold Weather Action and states about the health risk to vulnerable patients and their advice is prolonged periods of cold weather can be dangerous, especially for the very young, very old or those with chronic diseases.
The next level is a national emergency.
Maybe someone in the council offices would like to sleep out in this weather?
